Strasbourg verdict: the disciplinary chamber of the SAC is not independent and impartial

The European Court of Human Rights (ECtHR) in Strasbourg handed down a landmark verdict yesterday that may change the shape of disciplinary proceedings against judges, prosecutors and bailiffs in the Czech Republic. It upheld the complaint of Czech bailiff Jan Grosam and ruled that the disciplinary proceedings at the Supreme Administrative Court (SAC) were not fair in his case because the disciplinary chamber did not meet the requirements of independence and impartiality. Among other things, its verdict could not be appealed anywhere.
