That’s how fairy tales usually begin—but this is neither a fable nor a fairy tale. It is the truth, however unbelievable it may seem at first, and however unbelievable the headline may appear. It’s not just a billion every year—there was even more in 2020 and in 2019. And in other years, it was slightly less. This article is written in a slightly unconventional style, but hopefully, the form will help readers grasp the issue—not only ordinary citizens, but also “people of the law,” that is, Czech legislators, lawyers, and the judiciary. This piece serves as the introductory part of a series, in which the following parts will present additional arguments supporting the truth of the headline, and will, of course, also respond to readers’ feedback.
