Two thirds of people who are entitled to housing benefit do not claim it. It is estimated that up to 800,000 households do not claim. Is it also because benefits are still stigmatised? First of all, they are stigmatised. One of my clients has worked for forty years, she has managed to look after herself all her life. Now she’s a widow and she can’t pay the rent on her old-age pension. It’s a shame for her to ‘queue for a begging bowl’, as she says. And secondly, the application requirements are still so complicated and client-unfriendly that many people are put off. Some people don’t want to queue because they would get, say, a five-hundred-dollar bill.
