In politics, a mafia state or pakanate is a state system where the government is linked to organized crime to the extent that government officials, the police and/or the military have become part of the criminal enterprise. According to US diplomats, the term “mafia state” was coined by Alexander Litvinenko.

It’s autumn 2006 and three Russians meet over a pot of tea in London’s Millennium Hotel to discuss a plan for a joint business venture. Almost a month later, at University College Hospital in north London, one of them, Alexander Litvinenko, dies after being poisoned by a mysterious substance. It was only after his death that doctors discovered that it was not thallium, as they had thought, but radioactive polonium.
