At the beginning of the 19th century Prague was not a centre at all. It was one of the cities on the periphery of the Habsburg monarchy, whose German character was quite obvious to everyone. It was only in the following period that the Czech nationalistically oriented middle classes, led by the national revivalists, broke into the German space surrounded by medieval walls.
