He was supposed to become a reserve general — at least that was the government’s plan back in September. But the dissident, political prisoner, and longtime member of the Security Information Service (BIS) after 1989 never got the chance. The outgoing cabinet of Petr Fiala (ODS) ran into problems with its unusual proposal to honor František Stárek, known as “Čuňas.” According to information obtained by Aktuálně.cz, President Petr Pavel was opposed.
