Bypassing sanctions. Central Asia as an ‘intermediate station’ before re-export to Russia?

The problematic circumvention of sanctions is far from being confined to the energy sector; it is primarily a matter of dual-use goods. Indirect trade with Russia and the circumvention of sanctions is a key issue for the second year of the war in Ukraine. EU countries have already imposed twelve sanctions packages on Russian companies and regime figures. Yet some companies have found a loophole and continue their lucrative business with Russia. They are circumventing sanctions through third countries, mostly those in Central Asia. The Czech Republic, for example, exported 84,500 percent more glass putty to Kazakhstan.
