“Havel doesn’t understand politics.” Chancellor Kohl had unflattering documents redacted
Some passages concerning the membership of a united Germany in NATO did not appear in the published documents. According to the documents, Kohl’s close associate Peter Hartmann described as “unrealistic” that the GDR territory could become “politically or even militarily” part of the North Atlantic Alliance. Also dropped from the released documents was a reference to an initiative by then foreign minister Hans-Dietrich Genscher, who proposed a compromise to the Soviet Union, namely that a unified Germany become part of NATO in exchange for a promise that the Alliance would not expand further east.
