The secret crime of the BIS chief
Let’s recall what it was all about. In January 1995, Petr Vágner, an employee of the Intelligence Service (or the Office for Foreign Relations and Information – ÚZSI), was returning from a party. His favourite was stopped by a police patrol. Vágner blew 1.7 per mille of alcohol in his blood and the police took away his driver’s license. A month later, Vágner got his licence back thanks to the illegal intervention of the head of another secret service – the Military Defence Intelligence – Jiří Růžek.

Jiří Růžek, as director of the Military Intelligence Service (VOZ), attempted to have a journalist imprisoned after he revealed that the reporter had lied and falsified documents. Fortunately, he lost in court. On Wednesday, Victory Day, President Peter Paul appointed new generals. He promoted Brigadier General Michal Koudelka, director of the Security Information Service (BIS), to the rank of major general.
